According to a report published by TOI The Ministry of Road Transport and Highways ( MoRTH) has mandated all vehicles to be equipped with the high security registration plate ( HSRP) that were sold prior April 1st, 2019.

The high security registration plateis composed of aluminum and is secured to the vehicle with two locks. The registration plate is hot-stamped with a chrome-based hologram that depicts Ashoka Chakra on the top left corner which is blue in color and precisely measures 20mm x 20mm.
At the bottom left corner of the plateis an 10-digit PIN (permanent ID number) that is laser-engraved on the sheet. Similarly, the HSRP also includes hot-stamped films that are applied to the registration numerals , as well as the letters that have the inscription 'India' at an angle of 45 degrees. The most important reason for this mandate is that the old number plates are quite easy to modify and they can be taken away or changed easily.
A vehicle that has been stolen usually ends having a new registration plate which makes it difficult for authorities to track it down however, HSRPs come with locks that are not easily removed and are quite difficult to replace.
The HSRPs are also beneficial because essential details of a car including engine number along with the chassis's unique number, are saved in a centralized database. The database is backed up with the 10-digit PIN is essential in identifying stolen car.
The central govt has not set a price limit for HSRP meaning that the cost could vary between states. On average, HSRP costs around $400 for two-wheelers and Rs 1,100 for four-wheelers depending on the class. The colour-coded stickers can be installed for just Rs 100 for vehicles with an HSRP.

For owners of vehicles in Uttar Pradesh and Delhi, bookmyhsrp.com is a dedicated website to purchase HSRP and colour-coded fuel labels. This website has been authorized by the government to offer HSRPs.
Information like vehicle registration number along with the chassis number and engine number are required for booking an appointment. For the other states, few have announced an enforcement drive like one by the UP and Delhi govt.
The best way to purchase an HSRP and colored sticker is to go through RTOs. Another option to purchase HSRPs is through authorized automobile dealers. However, it is to be noted that a lot of dealerships are not yet authorized to execute the procedure and the most efficient method would be to check the State Transport Department's website to find any of the information.
